Forney City Council Mar. 03 approves $232k, restricts helicopters

During its regular March 03, 2015 meeting and pre-meeting, the Forney City Council:

  • Approved, as a consent item, the Quarterly Investment Report.
         
  • Approved an ordinance amending the FY 2014-15 Budget to provide funding for the finish-out at 215 S. Bois D'Arc.
          Mr. Ketteman said this item was exactly what it said, to move money and provide a white-box finish-out so future tenants could move in. Mr. Stevens stated, for benefit of the public, this was money previously to be used for Zanatas; Mr. Ketteman said that was true, this was not new money. Mr. Regan asked if the $232k was a hard number- Mr. Ketteman said it was an expanded number with contingincies built-in, there would be money left over, and it would not be spent.
  • Approved an Ordinance regulating helicopter use within the City.
          Mr. Morgan said the ordinance provides details on obtaining approval of a landing permit within the City and provides requirements for a landing pad. The Ordinance provides exceptions for all emergency or police uses. Mr. Hobbs asked if this only pertained to helicopters & not drones - Mr. Morgan said the city attorney stated the term helicoper was enough to legally separate it from drones.
  • Approved a Resolution accepting a petition filed by certain landowners requesting annexation into the City of Forney, Texas; scheduling the date, time and place for two (2) annexation public hearings on the proposed annexation of approximately 0.63 acres of land.
         This property is adjacent to Grayhawk, close to Little Gull Drive.
  • Approved a Resolution accepting a petition filed by certain landowners requesting disannexation from the City of Forney, Texas; scheduling the date, time and place for two (2) disannexation public hearings on the proposed disannexation of approximately 0.63 acres of land.
         Mr. Morgan explained this was tied to the previous item, as this is basically a land swap.
  • City Managers report: Mr. Brooks commented on the new agenda management, that all were now available online. He said he had just been informed that TxDOT will be closing Hwy 80 Mar. 6-7 from 10PM - 6AM between CR212 & Windmill Farms. He thanked residents for the low number of accidents during the icy weather. Mr. Stevens asked about the Star Employee program, as there haven't been any lately, and probably someone, during this bad weather, has gone above and beyond. Mr. Parker asked if Lavon was full yet, he is tired of the rain. Mr. Brooks said Lavon is still 10 ft low. Mr. Regan asked when the first special event would be at the Park - Friday 27th, the movie Sandlot. Mr. Stevens asked if there had been any resolution on the school parking issue - Mr. Brooks said no, but he has been talking with Mr. Metz & the PD & FD chiefs. Mr. Metz said they were trying to work something out with the FISD, as this is not just a city issue, they would need help from the FISD contacting the parents.
  • Council Comments - Mr. Stevens asked if word could be spread that the city needs board members for Board of Adjustments, Library Board, P&Z.
