Council Special Meeting for Budget, Tax revenue

During its regular Aug. 22, 2017 meeting, the Forney City Council met and (this is the preliminary report, subject to change):


  • Held Public Hearings -
    • proposed budget for fiscal year 2017-2018: Mr. Fisher said the budget is $511k (the agenda item said $581k) over last year, about $519k due to new property. Highlights: reduced tax rate, revenue solid growth, 1% cola for all but PD & FD on pay plan, 4% merit except for PD & FD on pay plan, took initial 6% recommended + 1% cola for 7%, increase starting PD pay to 50.7k, which might change after compensation study.
      There was no public input.
    • 1st public hearing on a proposal to increase total tax revenues from properties on the tax roll in the preceding tax year by .62 percent (percentage by which proposed tax rate exceeds lower of rollback tax rate or effective tax rate calculated under Chapter 26, Tax Code
      Mr. Fisher said the rate would increase revenue .62%. than the effective tax rate, which is higher than last year. Ms. Penn asks if the rate is .62. Mr. McGee thanks Mr. Fisher & staff for being creative to increase pay for PD & FD.
